1809- The territory of Illinois is created.

1870- The 15th Amendment of the US Constitution is ratified guaranteeing voting rights to citizens regardless of race.

1913- The 16th Amendment of the US Constitution is ratified.  The amendment authorizes the power to impose and collect tax.

1972- The first Winter Olympics in Asia are held at Sapporo, Japan.

1993- Gloria Estefan receives the 1,974th star on the Hollywood Walk of Fame.

2009- Eric Holder is sworn in as the first African American attorney general.
