Murder Suspect Given Low Bond

NORTH FAIRMOUNT (WKRC) -- Local 12 is learning more about a murder case after the suspect appears in court for the first time.

Prosecutors say Shane Hooper shot and killed 25 year old Lionel Phillips in North Fairmount last April.  Police found Phillips' body in a parking lot at an apartment complex on Baker Avenue.  At the time police said another person was also shot and was taken to the hospital. 

Investigators now say Hooper is not only the gunman, but the second victim.  Hooper appeared in court today in a wheel chair.  His attorneys told the Judge Hooper has been receiving treatment at Drake Hospital since the shooting and is paralyzed from the waist down.

The judge spoke to Hooper's mother and took his condition into consideration when setting bond today.

The judge set bond at five thousand dollars.  If Hooper makes bail, he is required to stay at the home with hi mother and sister under house arrest.

Ronald Williams is also charged in connection with this crime.  He had previously surrendered to police.  However, the grand jury ignored murder charges against Williams and instead charged him with carrying a concealed weapon and having weapons under disability.
