Man in court after allegedly inappropriately touching two girls

DELHI, Ohio (Brad Underwood) -- Convicted sex offender, William Allen Jr,. is facing two felony counts of gross sexual imposition and one misdemeanor charge of unlawful restraint after inappropriately touching two young girls and 25-year old-woman at the Delhi Public Library.

Police say the incident happened back in February at the Delhi Public Library.

When police were told about the allegations, they already had the 47-year-old in custody on a separate incident at the Delhi Library. A 25-year-old woman said Allen had cornered and touched her.

According to police, that woman was a victim of one of Allen's previous offenses.

Allen violated his parole when he had sexual conduct with two girls ages 6 and 11. The two girls are sisters.

Lt. Joe Macaluso says that Allen approached the two girls at a computer desk and started talking to them in the middle of the library. After touching the 11-year-old, court papers say she told him to stop. Allen then left the library.

"It's very sick, very disturbing, hard to believe somebody would do that in a public library where there is multiple people around, but it sounds like he is a very sick man," said Macaluso.

Court documents alleged that Allen put his hand inside the pants and underwear of both girls and touched and grabbed them.

Jennifer Ingle says she frequently rents DVDs from the library and says this makes her feel nervous.

"It's a shame you can't bring your kids to the library anymore, it's makes you feel unsafe," said Ingle.  

Allen remains in jail awaiting trial.
