City Commissioner accused of hitting guard

COVINGTON, Ky. (WKRC) -- A local elected official spoke out about an altercation he had with a security guard.

Video from The Ascent in Covington, where Covington City Commissioner Steve Frank lives, was released.  In a police report taken Wednesday, July 23, a building security guard said Frank lunged at him and hit his throat with an open hand.  An account, police said, they believed after looking at the surveillance recording.
The guard has not pressed charges.  Frank said he was distraught because earlier in the day a neighbor suggested he put his 13-year-old schnauzer to sleep.

"As I'm walking out the door he asks me how's my day going and I just decided to show him, not meaning any physical intent or harm to the gentleman in question. And that he took it the wrong way, I find out later, I apologize," said Frank.

Frank said his work on the Covington City Commission has been good for the city.  He said if voters are upset with him they can express their opinions on Election Day. 

The incident wasn't Frank's first run-in with the law.  He pleaded guilty to driving drunk in 2011, the same year took office as commissioner.
